ประธานาธิบดีหู จิ่น เทา ได้กล่าวสุนทรพจน์ในการประชุม สุดยอดผู้นำทางธุรกิจประเทศในกลุ่มเอเปก เมื่อวันที่ 19 ตุลาคม 2546 ว่า จีนจะไม่เปลี่ยนระบบอัตราแลกเปลี่ยนจากระบบปัจจุบันที่ตรึงค่าเงินหยวนไว้กับเงินดอลลาร์สหรัฐ ที่ 8.28 หยวนต่อหนึ่งดอลลาร์สหรัฐ อัตราดังกล่าวเป็นอัตราที่ใช้มาเป็นเวลา 9 ปีแล้วโดยไม่ไว้หน้าแก่ประธานาธิบดีสหรัฐเลย ซึ่งผิดคาด คิดว่าจีนคงจะรักษาหน้าของสหรัฐบ้าง โดยยอมเปลี่ยนมาเป็นระบบที่ยืดหยุ่นขึ้น คือ เปลี่ยนมาตรึงค่าเงินหยวนกับตะกร้าเงินที่มีเงินตราสกุลหลักหลายสกุลอยู่ในตะกร้า
เหตุผลที่ท่านประธานาธิบดีหู จิ่น เทา อธิบายก็พูดตรงไปตรงมาว่า ระบบอัตราแลกเปลี่ยนนี้เป็นประโยชน์ต่อการเจริญเติบโตของเศรษฐกิจจีน และการเจริญเติบโตของจีนเป็นประโยชน์ต่อการฟื้นตัวทางเศรษฐกิจของเอเชียและของโลก
นอกจากจีนแล้วทางสหรัฐก็ยังกดดัน เพื่อไม่ให้ญี่ปุ่นแทรกแซงเงินเยนของตัวเอง โดยออกข่าวว่าญี่ปุ่นควรจะปล่อยให้ค่าเงินเยนเป็นไปตามกลไกตลาด
มีแต่ยุโรปและออสเตรเลียเท่านั้น ที่ยอมให้ค่าเงินยูโร และค่าเงินดอลลาร์ออสเตรเลียมีค่าแข็งขึ้นเมื่อเทียบกับเงินดอลลาร์สหรัฐ
ผู้นำของจีนเท่านั้นที่กล่าวอย่างตรงไปตรงมาว่า จีน จะยังคงระบบอัตราแลกเปลี่ยน ที่กำหนดค่าเงินหยวนตายตัว กับเงินดอลลาร์สหรัฐตามเดิม
ญี่ปุ่นแม้ว่าจะไม่พูดอะไร แต่ก็ดูเหมือนจะทำการแทรกแซง เพื่อรักษาค่าเงินเยนไม่ให้แข็งขึ้น เมื่อเทียบกับเงินดอลลาร์สหรัฐต่อไป โดยไม่นำพาต่อเสียงเตือนจากสหรัฐอเมริกา
ส่วนค่าเงินฮ่องกงกับมาเลเซียนั้นก็ผูกติดอยู่กับเงินดอลลาร์สหรัฐอยู่แล้ว สำหรับฟิลิปปินส์นั้นแทนที่จะแข็งขึ้น เมื่อเทียบกับเงินดอลลาร์สหรัฐ เงินเปโซของฟิลิปปินส์กลับมีค่าเกือบคงที่หรืออ่อนลงด้วยซ้ำ
ก็เหลือเงินดอลลาร์สิงคโปร์ เงินวอนของเกาหลีใต้ เงินบาทไทยที่ยังมีค่าขึ้นลง และไม่คงที่เมื่อเทียบกับเงินดอลลาร์สหรัฐ
ตั้งแต่ต้นปี 2546 มาจนถึงเดือนตุลาคม ท่านผู้ว่าการธนาคารแห่งประเทศไทยได้แถลงออกมาแล้วว่าเงินบาทแข็งค่าขึ้นเมื่อเทียบกับเงินดอลลาร์สหรัฐถึงกว่า 10 เปอร์เซ็นต์
ก็เท่ากับว่าเงินบาทแข็งค่าขึ้น เมื่อเทียบกับสกุลเงินที่เราต้องแข่งขัน ต้องค้าขายด้วย เช่น จีน ฮ่องกง และมาเลเซีย ถึงร้อยละ 9 ด้วยเหมือนกัน
ที่สำคัญคือ ค่าเงินบาทเมื่อเทียบกับเงินดอลลาร์แกว่งไปแกว่งมา มีความผันผวนสูง
จริงอยู่เราไม่ได้ค้าขายกับสหรัฐแต่ประเทศเดียว แต่จะค้าขายกับใครก็ตั้งราคาซื้อขายกันเป็นดอลลาร์สหรัฐทั้งนั้น การชำระหนี้ที่ซื้อขายก็ชำระกันด้วยเงินดอลลาร์ทั้งนั้น แม้ว่าจะเป็นการค้าขายกับญี่ปุ่นหรือยุโรปก็ตาม เพราะเงินตราสกุลอื่นที่ไม่ใช่ดอลลาร์ ไม่ค่อยจะมีใครยอมจ่ายให้ เพราะไม่ค่อยจะมีใช้กัน
พอเศรษฐกิจไทยทำท่าจะดีขึ้น การส่งออกดีขึ้น การท่องเที่ยวดีขึ้น เศรษฐกิจขยายตัวดีขึ้น ตลาดหุ้นเริ่มฟื้นตัวขึ้น บรรดานักเก็งกำไรอัตราแลกเปลี่ยนก็เข้ามาปั่นเงินบาทให้แข็งขึ้น เมื่อเงินบาทแข็งขึ้นก็เทเงินบาทออกซื้อดอลลาร์ บาทก็จะอ่อนลงเหมือนกับที่เขาทำสมัยเมื่อรัฐบาลที่แล้ว
ผู้ว่าการและรัฐมนตรีคลังสมัยนั้นก็ออกมาประสานเสียงกับไอเอ็มเอฟว่า "เป็นไปตามกลไกตลาด" ไม่ได้เฉลียวใจเลยว่าตลาดเงินตราต่างประเทศของเรามีขนาดเล็กนิดเดียว ขืนให้เป็นไปตามยถากรรม เขาก็มาปั่นอัตราแลกเปลี่ยนขึ้นเอง ไม่ใช่เป็นไปตามกลไกตลาดอย่างที่เข้าใจกัน
อย่างที่ทราบกัน ใครๆ ก็ไม่อยากให้มีการปั่นตลาดเก็งกำไรค่าเงินกัน เพราะมีผลเสียอย่างมากมายต่อระบบเศรษฐกิจ เพราะเมื่อเงินแข็งขึ้นไปได้ที่แล้วมันก็อ่อนลงมาอีก กลับไปกลับมาอย่างนั้น
บางคนเข้าใจผิด บอกว่าเงินบาทแข็งดี เพราะทำให้ต้นทุนผู้ผลิตถูกลง ซึ่งพูดเพียงด้านเดียว เงินบาทแข็งขึ้นรายได้ของผู้ส่งออกเมื่อตีเป็นเงินบาทก็จะได้น้อยลงมากกว่าต้นทุนที่นำเข้าวัตถุดิบชิ้นส่วนที่ลดลงด้วย
สมมุติว่าบริษัทแห่งหนึ่งผลิตของอย่างหนึ่งนำเข้าวัตถุดิบเข้ามาคิดเป็นเงินบาท 80 บาท ค่าจ้างแรงงานและสิ่งของอื่นๆ ภายในประเทศสมมุติว่า 15 บาท ส่งออกไปขายต่างประเทศเอากำไร 5 บาท ขายในราคา 100 บาท เป็นราคาของตลาดโลก เพราะเราตั้งราคาเองไม่ได้
ถ้าเงินบาทแข็งขึ้น 10 เปอร์เซ็นต์ ต้นทุนวัตถุดิบชิ้นส่วนที่นำเข้ามาจากต่างประเทศก็ถูกลง 10 เปอร์เซ็นต์ของ 80 บาท ก็คือถูกลง 8 บาท ส่งของไปขายในราคาที่คิดเป็นดอลลาร์ราคาเท่าเดิม แต่เที่ยวนี้แตกเป็นเงินบาทจะได้น้อยลงไป 10 เปอร์เซ็นต์ของ 100 บาท คือน้อยลง 10 บาท ได้ 90 บาทด้วย
ตกลงประหยัดต้นทุนไปได้ 8 บาท แต่รายได้ลดลง 10 บาท กำไรที่เคยได้ 5 บาท ก็เหลือ 3 บาท อาจจะไม่คุ้มกับดอกเบี้ย จะไปขึ้นราคาเอากับผู้ซื้อก็ไม่ได้ง่ายๆ เพราะสินค้าส่วนใหญ่เราเป็นผู้รับราคา (price taker) ไม่ใช่เป็นผู้ตั้งราคา (price maker)
ดังนั้น ไม่ว่าผู้ส่งออกจะมีสัดส่วนของการนำเข้ามากน้อยอย่างไร เมื่อเงินบาทมีค่าแข็งขึ้น ความสามารถในการแข่งขันก็น้อยลงทันทีทั้งนั้น และยิ่งมีสัดส่วนของการนำเข้าน้อยซึ่งเราควรจะสนับสนุนก็ยิ่งถูกกระทบกระเทือนมาก
ที่ธนาคารแห่งประเทศไทยออกมาตรการป้องกันการเก็งกำไร เช่น ถ้าเงินเอาเข้ามาไม่ใช่เพื่อชำระค่าสินค้า หรือบริการ หรือไม่มีกิจการธุรกิจรองรับ ถ้าอยู่ไม่ถึง 6 เดือน ก็ไม่ให้ธนาคารในประเทศจ่ายดอกเบี้ย หรือเอาไปแอบไว้ในบัญชีพัก (nostro a/c) ระหว่างธนาคารก็ถูกแล้ว
แต่ถ้าไม่ได้ผล การหากำไรยังเป็นเหตุจูงใจที่ใครก็ต้านไม่ได้ มาตรการต่อไปก็อาจจะเอาอย่างที่ท่านรัฐมนตรีว่าการกระทรวงการคลังท่านว่า คือ เก็บภาษีจากผู้ที่นำเงินเข้ามาเก็งกำไรระยะสั้น ไม่ได้เอาเข้ามาเพื่อชำระค่าสินค้าหรือบริการ และเอาเข้ามาไม่ถึง 6 เดือน ต้องเสียภาษีเท่านั้นเท่านี้ ก็เป็นวิธีหนึ่ง ซึ่งก็แล้วแต่ว่าอัตราภาษีจะสูงหรือทำอย่างไร แล้วเมื่อถึงคราวเกิดการขาดดุลบัญชีเดินสะพัด เราอยากให้เงินไหลเข้าก็ลดภาษีลง หรือยกเลิกภาษีไปก็ได้
ระบบอัตราแลกเปลี่ยนมีอยู่หลายระบบ มีตั้งแต่ตรึงค่าเงินไว้กับเงินดอลลาร์สหรัฐ หรือตรึงไว้กับตะกร้าของเงินตราสกุลหลักโดยประกาศสัดส่วนของเงินในตะกร้าให้คนรู้ หรือตรึงไว้กับตะกร้าของเงินตราสกุลหลักที่ไม่ประกาศให้คนรู้ และอาจจะปรับสัดส่วนของเงินตราสกุลหลักในตะกร้าได้ตามความเหมาะสมของสถานการณ์ หรือระบบอัตราแลกเปลี่ยนแบบตายตัวที่มีการจัดการ คือ มีการเข้าไปแทรกแซง หรือระบบอัตราแลกเปลี่ยนที่ปล่อยไปตามยถากรรม เพราะไม่มีทุนสำรองจะเข้าไปจัดการอะไรได้ อย่างที่ประเทศเพื่อนบ้านของเราบางประเทศต้องทำอย่างนั้น
ทุกระบบมีข้อดีข้อเสีย เหมาะกับบางประเทศบางสถานการณ์ไม่มีอะไรล้าสมัย หรือระบบอะไรทันสมัย ทุกระบบมีมานานแล้ว ไม่มีระบบใดจะดีไปตลอดกาล เมื่อสถานการณ์เปลี่ยนไประบบก็ต้องเปลี่ยนไปด้วย หรือปรับตัวตามไปด้วย
ระบบอัตราแลกเปลี่ยนที่มาตรึงค่าเงินบาทไว้กับดอลลาร์ก็ใช้ได้ดีมาตั้งแต่หลังสงคราม มามีปัญหาเมื่อเกิดวิกฤตการณ์น้ำมันถึง 2 ครั้ง เมื่อเราเปลี่ยนมาเป็นระบบตรึงค่าเงินบาทไว้กับตะกร้าของเงินตราสกุลหลักที่ไม่ประกาศสัดส่วนของเงินในตะกร้าตั้งแต่วันที่ 2 พฤศจิกายน 2527 ก็ใช้ได้ดีมาจนถึงปี 2539-2540 เป็นเวลากว่า 12 ปี ระบบไม่ได้เสียหายหรือไม่ดี ไม่เหมาะกับประเทศไทย แต่เป็นเพราะผู้บริหารของธนาคารแห่งประเทศไทยในสมัยนั้นไม่มีความเข้าใจ และไม่มีความสามารถเพียงพอ และไม่ปรับสัดส่วนในตะกร้าเสียใหม่ เพราะดอลลาร์มีค่าแข็งขึ้น หรือไม่ยอมลดค่าเงินบาท เมื่อเงินดอลลาร์สหรัฐแข็งเกินไป และให้เหมาะสมกับสภาพการณ์ จะเป็นด้วยเหตุผลของอวิชชา หรือเหตุผลทางการเมือง รัฐมนตรีคลังถ้ายังอยู่ในตำแหน่งจะไม่ยอมให้ลดค่าเงินบาทเด็ดขาด หรือจะด้วยเหตุผลกลใดก็แล้วแต่ปัญหาอยู่ที่ผู้ตัดสินใจในเรื่องนโยบาย ซึ่งได้แก่ ผู้ว่าการธนาคารแห่งประเทศไทย และรัฐมนตรีว่าการกระทรวงการคลังในยุคนั้น
ขณะนี้เศรษฐกิจไทยเราเชื่อแล้วว่าเป็นขาขึ้น เงินสหรัฐพยายามกดให้เงินของตนอ่อนลงตามภาวะเศรษฐกิจขาลงของสหรัฐอเมริกา ดังนั้น ถ้าเราจะปรับเปลี่ยนระบบอัตราแลกเปลี่ยนของเรากลับไปตรึงไว้กับตะกร้าของเงินสกุลหลัก 3 สกุล คือ ดอลลาร์สหรัฐ เงินเยนญี่ปุ่น และเงินยูโรของยุโรป
เงินดอลลาร์สหรัฐอ่อนตัวลงเราก็ควรให้น้ำหนักเงินดอลลาร์สูงหน่อย เมื่อใช้ไป 4-5 ปี ดอลลาร์แข็งขึ้นก็ลดสัดส่วนของเงินดอลลาร์ลง ทำไปทำมาอย่างนี้ แต่มองในระยะยาว 2 ปีถึง 5 ปี โดยกองทุนฟื้นฟูทุนรักษาระดับอัตราแลกเปลี่ยนหรือ EEF ขึ้นมาใหม่
มีคำถามว่าแล้วเงินบาทที่อยู่ในมือของชาวต่างชาติ ซึ่งมีตลาดที่สำคัญอยู่ที่สิงคโปร์ ถ้าเขาไปโยกอัตราแลกเปลี่ยนอยู่ที่นั่นจะทำอย่างไร คำตอบก็คือ ถ้าเขาโยกในทางปั่น ให้ค่าเงินบาทแข็งขึ้นอยู่ที่สิงคโปร์ แต่ในประเทศไทยธนาคารพาณิชย์อาจจะมาซื้อขายในอัตราที่กำหนดตรึงกับตะกร้า ทางการก็อาจจะยืดหยุ่นได้บ้างแต่ไม่มาก ก็อาจจะมีการหากำไรจากส่วนต่างของอัตราแลกเปลี่ยน ถ้าทุนรักษาระดับรับซื้อขายกับธนาคารพาณิชย์ในประเทศไทย และมีกฎต้องมีธุรกรรมรองรับ ก็น่าจะตรวจสอบได้ ไม่ทำรุนแรงแบบมาเลเซีย ที่ปิดตลาดเงินริงกิตต่างประเทศ ให้ผู้มีเงินริงกิตอยู่นอกประเทศที่จริงส่วนใหญ่ก็อยู่ที่สิงคโปร์ นำเข้ามาในประเทศภายในเดือนหนึ่ง
ประโยชน์จากการใช้ระบบอัตราแลกเปลี่ยนที่ตรึงไว้กับตะกร้าเงินก็คือ ประการแรก ขจัดการเก็งกำไรค่าเงินบาทขาขึ้นได้ดี ประการที่สอง ทำให้อัตราแลกเปลี่ยนมีเสถียรภาพ ไม่ผันผวน ผู้ส่งออก ผู้นำเข้าทำงานได้ ไม่ต้องเผื่อความเสี่ยงอัตราแลกเปลี่ยน ซึ่งเป็นความสูญเปล่า และประการสุดท้ายป้องกันไม่ให้ค่าเงินแข็งเร็วเกินไป ซึ่งเป็นอุปสรรคที่สำคัญที่สุดในการฟื้นตัวทางเศรษฐกิจที่จะยั่งยืนได้ เพราะตลาดเงินตราต่างประเทศของเราเบาบางมาก
การตรึงเงินบาทไว้ไม่ให้แข็งเมื่อเทียบกับเงินดอลลาร์สหรัฐ ในช่วงเงินดอลลาร์อ่อนลง ไม่อันตรายเหมือนการไม่ยอมให้เงินบาทอ่อน เมื่อเทียบกับเงินดอลลาร์ในยามที่เงินดอลลาร์แข็งขึ้น
พอพูดถึงเรื่องการเปลี่ยนระบบอัตราแลกเปลี่ยนไปเป็นระบบที่ตรึงค่าเงินไว้กับตะกร้าของเงินตราสกุลหลัก ผู้คนรวมทั้งรัฐบาลและสื่อมวลชนก็สะดุ้งตกใจ เพราะยังจำความเจ็บปวดจากความผิดพลาดของรัฐบาล และผู้ว่าการธนาคารแห่งประเทศไทยในสมัยนั้นได้
อย่างที่พูดแล้วระบบอัตราแลกเปลี่ยนที่ใช้อยู่ในขณะนั้นไม่ได้เสียหาย คือ ไม่ดีแต่รัฐบาลและธนาคารแห่งประเทศไม่เข้าใจปัญหาถ่องแท้ ตัดสินใจผิดพลาด ความผิดไม่ได้อยู่ที่ระบบ แต่อยู่ที่คนตัดสินใจในด้านนโยบาย ไม่ใช่เรื่องใหญ่อะไร
ถ้าเรากลับไปใช้ระบบอัตราแลกเปลี่ยนที่ตรึงไว้กับตะกร้าของเงินตราสกุลหลักเที่ยวนี้ เจ้าหน้าที่ที่เกี่ยวข้องในธนาคารแห่งประเทศไทยคงจะฉลาดขึ้น เพราะมีบทเรียนมาจากความหายนะคราวที่แล้วมาแล้ว ผู้ว่าการก็คนใหม่มีประสบการณ์มาอย่างดี
ในช่วงที่เศรษฐกิจสหรัฐยังอ่อนตัวลง ค่าเงินดอลลาร์สหรัฐยังอ่อนตัวอยู่ เราจะอ่อนตัวตามเงินดอลลาร์สหรัฐก็ไม่น่าจะมีปัญหาอะไร
เมื่อเศรษฐกิจสหรัฐฟื้นตัวเงินดอลลาร์แข็งค่าขึ้น เราก็ลดน้ำหนักหรือสัดส่วนในตะกร้าลง โดยอย่าไปฝืนปล่อยให้ดอลลาร์ดึงค่าเงินเราขึ้นไปด้วยก็แล้วกัน
ระบบที่ว่านี้เราน่าจะทำได้ เพราะขณะนี้เรามีทุนสำรองที่เพียงพอ ถ้าอยากให้ผู้นำเข้าและผู้บริโภคได้ประโยชน์ ก็ทำให้บาทแข็งขึ้น หากจะให้ผู้ผลิตและผู้ส่งออกได้ประโยชน์และแข่งขันได้ก็ไม่ควรให้ค่าเงินผันผวนและแข็งค่าขึ้น
